Introduction
Mental health concerns represent a significant issue for communities across the United States, and Edmond, Oklahoma is no exception. As the state's fifth-largest community, Edmond faces substantial mental health challenges that affect residents of all ages and backgrounds. The city has recognized the importance of addressing these issues and has taken proactive steps to improve mental health services and accessibility. This article examines the current mental health landscape in Edmond, the barriers residents face when seeking care, and the comprehensive community-driven initiatives being implemented to strengthen the local behavioral health system.
The State of Mental Health in Edmond
Mental health has become a priority concern for Edmond city officials and community partners. In 2021, the City of Edmond engaged the Healthy Minds Policy Initiative (Healthy Minds) to conduct a comprehensive mental health system assessment of the community. The assessment revealed that mental health challenges affect a significant portion of Edmond's population, with particularly concerning trends among children and young adults.
According to data from the Oklahoma State Department of Health, approximately 1 in 5 children and adolescents in Oklahoma experience a mental health disorder each year. This vulnerable population faces unique challenges when accessing appropriate care. Similarly, statistics from the Kaiser Family Foundation indicate that in 2023, 21.7% of adults in Oklahoma reported having a mental illness, including conditions such as anxiety, depression, bipolar disorder, and PTSD.
Like many communities nationwide, Edmond has witnessed a troubling rise in young people seeking emergency room care for mental health crises. "The rise of emergency room visits by youth, that was a tell-tale sign that there was something needed in Edmond — that we weren't immune to it," stated Christy Batterson, community development block grant program manager for the city of Edmond, who leads the city's mental health work.
Barriers to Mental Health Services
The Community Behavioral Health Assessment conducted by Healthy Minds identified multiple barriers that prevent Edmond residents from accessing necessary mental health services. These barriers include:
- Lack of availability of local mental health providers
- High costs associated with mental health care
- Need for transportation to Oklahoma City for more intensive services
- Stigma that impedes recognition of mental health needs and seeking appropriate care
Children with behavioral conditions are particularly vulnerable to these barriers, as they often require specialized services that may not be readily available within Edmond. The assessment highlighted that many residents must travel to Oklahoma City to access more intensive care options, creating additional logistical and financial challenges.
The stigma surrounding mental health remains a significant impediment to care. Many individuals and families hesitate to seek help due to societal misconceptions and personal shame, despite the fact that mental health conditions are common and treatable. This stigma affects people from all walks of life and has a particularly pronounced impact on young professionals and their families who may fear professional or social repercussions.
Community Assessment and Action Plan
In 2022, Healthy Minds presented their assessment findings to the Edmond City Council, providing more than 20 recommended action items to strengthen the community's behavioral health system. The assessment identified 27 specific action items for the Edmond community to address the identified challenges.
"It highlighted that we have some resources and things available that not all communities have," said J.D. Younger, Edmond's police chief. "That being said, we definitely have the same kind of challenges that communities have and so [the assessment] has really been our roadmap as a community."
The City Council approved investment to support the implementation of the action plan through a community-driven process. Five teams were launched in 2023 to begin tackling barriers and providing solutions. Guided by Healthy Minds, the Edmond community formed a steering committee and four subcommittees to implement the roadmap. The subcommittees focus on school-based services, crisis response, communications, and new clinic locations for NorthCare, a certified community behavioral health clinic (CCBHC).
Edmond's mental health work, branded as "Flourish," builds on existing community assets including engaged behavioral health service providers, a strong school system, and an existing mental health working group composed of advocates, first responders, providers, and other community leaders.
Building a Stronger Crisis Response System
A top priority for Edmond stakeholders has been strengthening and better coordinating crisis response services. The community has focused on establishing three essential pillars of an effective mental health crisis response system: someone to call, someone to respond, and a safe place to go.
Through the work of the crisis subcommittee, Edmond has made significant improvements to its crisis response infrastructure. The city was one of the first in Oklahoma to connect its 911 operations with the state's 988 suicide and crisis lifeline, enabling seamless handoffs when appropriate.
When a person contacts Edmond 911 and isn't in immediate danger but needs mental health resources or support, the dispatcher can transfer the call directly to Oklahoma's 988 call center. "When Edmond 911 transfers a call to Oklahoma's 988 call center, a 911 dispatcher stays on the phone for a while to make a smooth handoff and ensure no immediate fire or police response is needed," explained Jamy Inglett, day shift supervisor in dispatch at Edmond 911.
This coordinated approach has already drawn over $6 million in federal, state, and local funding into the community, demonstrating the effectiveness of collaborative mental health initiatives.
Future Initiatives and Solutions
The Edmond community continues to develop innovative solutions to address mental health challenges. A significant development is the planned opening of NorthCare's new urgent recovery location in Edmond, which will offer 24/7 help for youth and adults experiencing a mental health crisis.
NorthCare already served Oklahoma and Logan counties with locations in Oklahoma City and Guthrie before opening a new outpatient clinic in Edmond in 2023. The planned 24/7 facility will provide families with access to immediate stabilization services. Reed, a representative from NorthCare, expressed hope that this resource will increase their number of adult clients by providing alternatives to limited existing options.
"We know that right now the only place to go is down in Oklahoma City, to the crisis center or to jail," said Reed. "I'm hopeful that this also creates a space that people who before had no other options … will now have this place that they can decide when to walk in and out, and have more voluntary opportunities to stabilize."
The collaborative approach facilitated by Healthy Minds has been instrumental in uniting various stakeholders on a shared vision and path forward. "The way that [Healthy Minds was] able to synthesize what we were all saying and seeing helped us get focused on what we needed to do," Reed explained. "Even though you might be the mayor or the chief of police or the fire chief or working in the counseling center on a college campus, we were really all seeing the same thing, just through a different lens."
This improved collaboration between different components of Edmond's mental health system has revealed new solutions and opportunities that might not have been identified through siloed efforts. "The problem we didn't know we were trying to solve was the coordination of the system," Reed noted, highlighting the importance of integrated approaches to mental health care.
In addition to crisis response, Edmond's Flourish initiative is focused on strengthening other community supports to prevent mental health crises before they occur. By addressing both immediate needs and underlying factors that contribute to mental health challenges, the community is developing a more comprehensive and sustainable approach to behavioral health.
Conclusion
Edmond, Oklahoma faces significant mental health challenges that mirror those seen in communities across the United States. The city has demonstrated a commendable commitment to addressing these issues through comprehensive assessment, coordinated planning, and targeted implementation of evidence-based strategies.
